Assault at Lowe's: Woman allegedly punched, called racial slurs

Ramona Bratcher and her daughter were shopping at Lowe's when a man, Frank Bennet, called Ramona racial slurs and then punched her. Bennett was initially charged with felonious assault, but then had the charges reduced to a misdemeanor assault and battery. The Bratchers were puzzled by why Bennet was not charged under Virginia's hate crime statute.
