Charlottesville Police arrested a city resident early yesterday morning on “peeping Tom” and possession of a concealed weapon charges at a 16th St. Apartment complex.
The arrest, by two plainclothes detectives, followed a Monday telephone complaint to police by three University women students residing in the complex.
William L. Stinnie, 26, of 826-D Hardy Drive was arrested about 1 a.m. yesterday.
The detectives had been “staked out” in a shed near near [sic] the apartment, according to one of the women who asked not to be indentified [sic].
The three students had detected a prowler near their apartment several times during the last 10 days, the student said.
She said she telephoned the police after sighting the prowler outside her apartment.
Police seized [sic] Stinnie several minutes later, she said. Stinnie was carrying a 10-inch hunting knife and was masturbating when he was arrested, according to the student.
Police administered a polygraph test to Stinnie yesterday, a practice which is “not routine" after an arrest on a misdemeanor charge, Charlottesville Police Chief John deK. Bowen said.
"We will look into the possibility of his being arrested for other charges,” Bowen said.
He declined to discuss details of the polygraph test, and he would not specify what other charges might be made against Stinnie.
Stinnie was still in custody as of 8 p.m. yesterday, Bowen added.
Stinnie is five feet, 10 inches tall and weighs 155 pounds.
