Beyer wants VA to have Sex Offender Registry

Lt. Gov. Donald S. Beyer proposes a sex offender registry for VA, as well as an elimination of the 10-day statute of limitations in reporting marital rape, suggesting that marital rape should be treated the same as other rapes
