Affirmative Action Enforcement Should Get Tougher, Thomas Says

Clarence Thomas, chairman of the Equal Employment Opportunity Commission, seeks to enact legislation that imposes penalties on racially discriminatory employers. He concedes that affirmative action must be enacted cautiously, but maintains that it is a necessary measure to ensure equal employment opportunity.
